Online Safeguarding is a broad, often complex and continually developing area and for those who work with our Children and Young People, can seem an overwhelming challenge. The LSCB Online Safeguarding Strategy is therefore based around the four inter-related Strategic Objectives below (see Addressing Online Safety) which seek to provide a framework structure within which we can address the variety of Online Safety aspects in a structured and meaningful way. This page will see regular updates to reflect new and recommended resources for colleagues across Schools and the Children's workforce so be sure to visit regularly. Addressing Online Safety - how to approach?

As highlighted within the Overview section, our recommended approach is based upon the original and widely-recognised PIES model and is therefore equally applicable when addressing provision within Schools, Colleges and other organisations. Why do we recommend this approach ? As the Online Safety agenda covers an increasingly broad variety of aspects (e.g. policies, procedures, staff, pupils, infrastructure, learning, governors, social media, numerous risk areas (e.g. OCSE, Sexting, Bullying, Radicalisation, Gaming...)), by breaking down into discrete (albeit related) objectives often helps to provide colleagues with a useful framework from which to approach. To support this approach, the Supporting Resources identified below include a relevant Supporting Objective icon which reference which objective/s the resource can relate to.
	Strategic Objective 1: Safer Management To ensure the school/college/establishment has robust and effective policies, practices and procedures to safeguard C&YP against online safety risks. Consider how Online Safety is managed within your setting - whilst not exhaustive, the items below are examples of typical areas to consider under the Safer Management Objective: Responsibilities/Governance - lead person, Governor responsibilities Online Safety Committee/Group - remit, membership, responsibilities/lead person, Pupil/Student engagement Policies, practices and procedures - Online Safety Policy, Acceptable Use/Behaviour Agreements, Codes of Conduct/Professional Standards, Reporting/Escalation, Mobile technologies (School & individually owned) Teaching and Learning - Curriculum development/opportunities, Good practice Social Media / Online communication - School/College > Community Engagement Image/Video management - School policy/guidelines, Parental expectations Related Policies/Requirements (e.g. KCSIE, Safeguarding, National Curriculum, Prevent duty, Inspection) The 'Making Sense of...KCSIE' guidance in the Supporting Resources section below provides useful information that will support this aspect.
	Strategic Objective 2: Safer Access To identify and promote technologies, tools and infrastructure services which appropriately support Online Safeguarding priorities for the School/College, C&YP and related stakeholders. Consider how items such as the establishment's technical tools and infrastructure can support the approach. Ensuring the technical and non-technical systems contribute to and complement effective practice is a key component and may include areas such as: Connectivity (Broadband; WiFi; 3G/4G access) System policies (passwords; e-mail;) Staff, Pupil/Student, Visitor Use (usage agreements and requirements/expectations) Data Protection (ICO compliance, data processing, asset management, risk management, cloud services) Content Filtering & Monitoring Systems (Physical/Supervisory, Technical systems/Software-based, Pro-active/Re-active approaches) Technical Security (Anti-virus & malware protection, backups & recovery, network resilience, physical security, network security, remote access) Out-of-School supporting tools (Home broadband safety tools, 3G/4G mobile provider facilities, 'Friendly WiFi' Scheme)
	Strategic Objective 3: Safer Learning To promote and identify effective learning opportunities available to all stakeholders which recognise and address current and emerging Online Safeguarding risks for C&YP. Consider learning opportunities for all stakeholders (e.g. Pupils/Students, Staff, Governors, Parents/Carers and the wider Community) to raise awareness of potential risks and how to report and manage them. Areas to consider include: Pupil/Student education Curriculum delivery (discrete and cross-curricular) Risk Areas (CSE, Bullying, Radicalisation/Extremism, Social Media, Inappropriate Content, Healthy Relationships, Online Gaming) Resources (Core resources, Risk-specific) Digital Literacy (Understanding risks, building resilience) C&YP engagement (Pupil/Student concerns, informing delivery) Staff training (discrete formal training, update arrangements) Safeguarding integration Governor education Parental engagement Community liaison Reporting mechanisms The Supporting Resources section below includes a Risk Area description (where applicable) suggesting which Risk Area each recommended resource may support.
	Strategic Objective 4: Safer Standards To promote and ensure appropriate monitoring and review practices are in place which ensure Online Safeguarding systems and procedures are effective and regularly audited. This aspect closely links with each of the other objectives - consider how Online Safety is audited and reviewed within your setting. 	CSAP Online Safety Governance Checklist Guidance (October 2021) Further to the popularity of our original Governance Self Review Tool, we are pleased to announce the release of the updated version for 2021. 	CSAP Making Sense of...Keeping Children Safe in Education (Sept 2020 Update) Our highly-popular 'Making Sense of...' resource has now been updated to reflect the 2020 revisions to Keeping Children Safe in Education (KCSIE). Now in its 4th edition, the resource has proved highly popular with School and College colleagues, both within and outside of Lancashire. With the most recent 2020 revisions, we have again reviewed the statutory guidance to highlight Online Safety extracts, recommendations for progression and additional recommended resources to support schools in meeting the requirements of the statutory guidance. 	UKCIS Education for a Connected World (EFACW) - 2020 Update The UK Council for Internet Safety (UKCIS) has released an update to its Education for a Connected World framework resource. The updated remains focussed around 8 core themes and remains a strongly recommended support tool for anyone planning and shaping their approach in this area with levels ranging from Early Years through to age 18. 	UKCIS Questions from the Governing Board (updated June 2020) The UK Council for Internet Safety (UKCIS) have updated their useful guidance for Governing bodies when addressing Online Safety provision in Schools and Colleges. The guidance can be used alongside the CSAP Governor Checklist above and is in the form of 5 overarching questions, identifying why the questions is asked, what to look for, what is good or outstanding practice and where to go for more support. 	DfE COVID-19 Safeguarding Guidance The DfE have released guidance for schools, colleges and other providers to support them keeping children safe, including online, during the coronavirus (COVID-19) pandemic. 	Safeguarding considerations for online/distance learning using technology Our colleagues at the South West Grid for Learning have produced some useful guidance around online/distance learning in the event of school closures relating to Covid-19. The resource provides some safeguarding points and recommendations to consider around utilising technology to continue learning if students/pupils are not able to attend school as normal. 	LSAB QuickTips Animation Series Published Released as part of our activities to support Safer Internet Day 2020, we have published a series of short animations looking at 3 different aspects of Online Safety. In the form of the 4-in-2 QuickTips series (4 tips in 2 minutes), the clips cover Privacy & Security, Frauds & Scams and Online Shopping. The clips can be used across both Children & Young People and Adults and can provide a useful basis for further discussion around each topic. 	LSAB - Online Safety Glossary of Terms (3rd Edition) Colleagues attending our Safer Online Behaviour courses will no-doubt be familiar with the ever-developing glossary of online terminology. Further to popular demand, and as part of our activities to support Safer Internet Day 2020, we are pleased to release the latest version of our highly-popular 'Little BIG book of Online Safety terms'. Now in its 3rd Edition, this freely-available resource highlights over 200 different terms relating to the online environment and has proved immensely popular in engaging and supporting Parents/Carers and other Adults by helping to boost confidence through improving knowledge. 	Vodafone - Digital Parenting 2020 The latest release (Issue 8) of the Vodafone Digital Parenting resource is now available. Once again, the highly-recommended magazine resource is free to access online and schools are able to order A5 hardcopy versions at no charge. The latest version includes articles on raising digitally-savvy children, tips for talking to your child, security checklists and tips for sleep time. 	CSAP Staying Safe Online over the Festive Season (updated) Many children and young people may receive gifts over the festive season such as Smartphones, Tablets and Gaming Consoles which allow them to connect online. The resource below has been developed from the recent Focus On... item specifically to support school-based colleagues with Parent & Carer engagement with a ready-made newsletter item. 	SWGfL - Project EVOLVE toolkit Our colleagues at the South West Grid for Learning have released the beta version of the highly-anticipated Project EVOLVE toolkit. The freely-available toolkit is based around the progressive UKCIS framework ‘Education for a Connected World’ (EFACW) and maps those EFACW statements with a variety of supporting guidance and resources including Outcome Criteria, Questions To Ask; Activity Descriptors and Supporting Resources. 	SID 2020 – Education Packs The much-anticipated Education Packs to support Safer Internet Day 2020 are now available. As in previous years, the highly-popular packs contain a number of useful resources and have been tailored for 3-7s, 7-11s, 11-14s, 14-18s and Parents & Carers. The packs also include guidance for staff and include lesson plans, posters, assembly presentations and other activities and are highly-recommended for anyone working with children and young people, both for Safer Internet Day and beyond. 	SWGfL - Filter Check Utility The DfE statutory guidance Keeping Children Safe in Education 2019 highlights that schools and colleges must “ensure appropriate filters and appropriate monitoring systems are in place…”. As referred to in our ‘Making Sense of…KCSIE 2019’ guide, colleagues at South West Grid have developed a very simple, freely-available Filter Test utility allowing schools and colleges to check and evidence their compliance. 	NCSC - Cyber Security for Schools Schools have legal obligations to ensure they are able to look after the data they are responsible for. To support this, the National Cyber Security Centre (NCSC), in partnership with the National Education Network (NEN), has produced a series of useful prompt cards for senior leaders and governors to support and inform good practice around data security. 	Online Safety Live in Lancashire 2020 - w/c 13th January 2020 As in previous years, Local Safeguarding Board partners will once again be hosting the very highly-recommended Online Safety Live in Lancashire briefings as part of our Pan-Lancashire approach. These 2-hour sessions are provided free-of-charge at various venues across the region during week commencing Monday 13th January 2020. As in previous years, the briefings will be spread across the Lancashire region and will see the inclusion of an additional session for 2020. 	Vodafone - #Goldilocks e-book and activity sheet Identifying current, good-quality resources to use with younger children is a challenge often identified during staff and parental sessions. Vodafone UK have produced a digital edition of #Goldilocks which is a modern twist on the classic fairy tale, offering a fun and accessible way to discuss responsible social media use with younger children. The tale sees #Goldilocks getting into trouble with the three bears over her pursuit of likes on social media. It aims to help educate children about the potential consequences of being unkind, getting carried away with selfies or oversharing images in a light-hearted way. 	COMPLETED: SELMA Toolkit Session - 1-hour (free) training opportunity We are pleased to confirm that we will be hosting a ONE-OFF, FREE-TO-ATTEND training event delivered by our colleagues from South West Grid for Learning on the highly-regarded SELMA Toolkit to tackle the problem of online hate speech. The session will introduce and explore the SELMA Toolkit (see below) which contains over 100 free-to-use interactive resources for those working with young people aged 11-16. The 1-hour session is for school staff and professionals working with 11-16s across the Lancashire region and will be held on Thursday 19th September (3.10-4.10pm) at Balshaw's C of E High School, Leyland with limited places available on a first-come, first-served basis. 	SELMA Toolkit - Tackling Online Hate Speech for 11-16s As introduced at the Lancashire and Blackpool Online Safety Live sessions in January 2019, our colleagues at the South West Grid for Learning have now released the excellent SELMA Toolkit resource. SELMA (Social and Emotional Learning for Mutual Awareness) is a two-year project seeking to tackle online hate speech using Social and Emotional Learning (SEL), Media Literacy and Citizenship education approaches to empower young people to become agents of change. Aimed at school staff and those working with young people aged 11-16, the interactive toolkit contains a wealth of free, easy-to-access resources which can be used to promote mutual awareness, tolerance and respect, helping young people to understand what hate speech is and how it affects them and those around them. 	LSCB Staying Safe Online over Summer (School Bulletin Resource) As the Summer holiday period begins, many children and young people will often spend an increased amount of time online. As referred to in the Focus On... section, this resource is designed to support Parents & Carers in managing various online challenges over the Summer break with useful information and tips and can be included in school newsletters and websites. 	NSPCC - Online Abuse: Learning from Case Reviews The online environment presents additional challenges for those working with children and young people to protect them from abuse. The NSPCC have released a summary of risk factors and points for improved practice where case reviews have highlighted Online Abuse. The summary provides an outline of the reasons why the case reviews were commissioned and highlights 7 Risk Factors and 8 Learning Points, each providing further details applicable to professionals across the workforce. 	DfE - Teaching Online Safety in Schools (June 2019) The DfE have released guidance for all local-authority maintained schools, academies and free schools outlining how schools can ensure pupils and students understand how to stay safe online. It outlines both forthcoming and existing curriculum requirements and importantly, makes reference to the excellent UKCIS Education for a Connected World Framework which details age-specific advice about the knowledge and skills pupils should develop at different stages of their lives. The guidance also emphasises the need for a whole school approach including culture, ethos, environment and community partnerships. 	Childnet Myth vs Reality - 11-14 PSHE Toolkit Our colleagues at Childnet have produced an excellent PSHE Toolkit aimed at supporting 11-14 year olds with online issues. The free-to-access toolkit contains films, lesson plans and worksheets addressing topics including online pornography, healthy relationships and body image. In addition, the toolkit includes a variety of very useful guidance documents to support practitioners including use in staff training, online laws, staff FAQs and handling sensitive topics. 	UKCIS EYFS Guidance The UK Council for Internet Safety (UKCIS) have produced two useful documents to support both Managers and Practitioners. The guidance aims to support colleagues in ensuring online safeguarding practice is in line with statutory requirements and includes examples of potential risks and best practice to consider when developing online safety within settings. 	360 Safe – Policy & Practice Assessment Report 2018 South West Grid for Learning (SWGfL) have released their annual assessment of School self-review data from their excellent 360 Degree Safe tool. The report analyses data from 2018 and highlights a number of strengths (incl. Filtering, Policies, AUPs & Images/Videos) and weaknesses (incl. Community engagement, Measuring impact, Governor training & Staff training). The report provides a useful national picture for Schools and Colleges to consider against their own provision with some useful statistics broken down into more detail. 	LSCB 7-Minute Briefing: Social Media & Mental Health Continuing the Online Safety theme and following on from the previous 7-Minute Briefing (7MB) around Online Radicalisation, our latest briefing highlights the ways Social Media can influence Young People’s Mental Health & Wellbeing. Whether this is through setting unrealistic expectations or addictive behaviours through persuasive design, Social Media can negatively impact healthy development and the briefing highlights a number of areas and behaviours to consider. 	Swiggle - Child-friendly Search Engine Our colleagues at the South West Grid for Learning have released an excellent search engine tool particularly suited for use by younger children. The search tool is powered by Google Custom Search with results configured to prioritise educational resources. Supporting teaching and learning priorities, schools can use the Swiggle search tool as the default homepage on classroom systems. Swiggle also includes a very useful ‘screen cover’ tool – should a pupil encounter something inappropriate, the tool allows pupils to cover the screen and seek help from an adult. 	CEOP - New resource for 4-7 year olds Jessie & Friends is a new (free to access) online safety resource from NCA-CEOP as part of the Thinkuknow programme. ‘Jessie & Friends’ includes a resource pack for professionals (with detailed session plans) and aims to equip 4–7 year olds with the knowledge, skills and confidence to help keep them safe from sexual abuse and other risks they may encounter online as they grow up. The resource includes age-appropriate animations, storybooks and a song which explore issues such as trust, consent and healthy and unhealthy behaviours online. The resource has also been awarded the PSHE Association Quality Mark and includes subtitled versions of the animations, storybooks, information for parents/carers. 	Digital Parenting 2019 The latest release (Issue 7) of the Vodafone Digital Parenting resource is now available. The highly-recommended magazine resource is free to access online and schools are able to order A5 hardcopy versions at no charge. The latest version includes articles on improving digital-life balance, tips for children starting to use social media, parental controls & filtering and better smartphone security. 	STAR SEN Toolkit Update 2019 As part of a planned programme of updates, our colleagues at Childnet have released the first update to the highly recommended STAR Toolkit. The toolkit is aimed at supporting teachers in educating pupils with Autistic Spectrum Disorders about online risks. This 2019 update has been developed to help generate discussions about safe and responsible sharing online; considering what personal information is and how to keep it safe. 	NWROCU Cyber Scams Booklet A key theme children and young people repeatedly highlighted during the LSCB MyAdvice project was finding out more about online scams and frauds. The North West Regional Organised Crime Unit (NWROCU) have released a useful guide (applicable to all ages) which highlights how criminals target individuals online and how to be better protected. 	LSCB MyAdvice Summary (Visual) Report - Released As previewed at the recent OSL 2019 sessions in Preston, we are pleased to release the summary report of the findings from the MyAdvice project which ran across 2018. The summary findings are presented as a visual report in the form of a 5-minute video clip and outline some of the views and opinions of children and young people across the Lancashire region. The voice-of-the-child report is intended to support our colleagues across the children's workforce in ensuring that online safety learning is reflective of, and relevant to, those aspects that our children and young people would like to see addressed. The clip can be used as a prompt for further discussion in related settings and will be supplemented later in the Spring Term with a more in-depth review of the findings including conclusions and subsequent recommendations. 	Responding to 'Online Challenges' - Scaring or Preparing? Reports of disturbing viral online challenges are unfortunately never far away from the media headlines. However, establishing their veracity BEFORE raising awareness is immensely important and is a key, though often challenging, issue – are we scaring or preparing and by naming or drawing attention to a specific concern, are we (albeit well-intentioned) inadvertently exacerbating the issue and causing additional distress for children and young people? 	DfE Statutory Guidance: Relationships and Sex Education 2019 The Department for Education (DfE) has released the much-anticipated 2019 guidance covering Relationships Education (Primary) and Relationships and Sex Education (Secondary) to be taught in all schools from 2020. The statutory guidance has very significant and much-welcomed links to children and young people learning about online safety across a variety of areas including online relationships, social media and health & wellbeing, with defined expectations specifically around online safety in both the Primary and Secondary phases. 	Social Media - Reporting Harmful Content Online (Beta) As highlighted at the recent Online Safety Live 2019 sessions, this new reporting facility allows users to find useful advice and guidance about making online reports as well as providing users with the ability to make a report for further investigation. The portal requires users (aged 13 and over) to have already reported material to the Social Media platform involved before making a report and covers a variety of platforms. The facility is currently in beta version and can be accessed via the link below. 	UKCCIS Governor Guidance The UK Council for Child Internet Safety (UKCCIS) have released guidance for Governing bodies when addressing Online Safety provision in Schools and Colleges. The guidance is in the form of 5 overarching questions, identifying why the questions is asked, what to look for and what is good or outstanding practice. 	Sexting – LSCB Process guidance for Schools & Colleges (August 2018) The above Safeguarding resource has been developed in line with the national UKCCIS recommended guidance (see UKCCIS - Sexting in Schools & Colleges below). The resource outlines the recommended process Schools and Colleges should follow when dealing with instances of Sexting and is the recommended approach agreed by Lancashire LSCB, Blackburn with Darwen LSCB, Blackpool LSCB and Lancashire Constabulary. The resource seeks to re-iterate existing processes with the addition of a number of recommended supporting resources and underpins recommendations by both UKCCIS and the National Police Chiefs’ Council (NPCC) highlighting instances that may be dealt with locally by establishments plus those criteria which, if met, require further escalation to the Police. 	Childnet – Picture This… KS3/4 Drama Activity (Sexting) Our colleagues at Childnet have released the updated version of their excellent Picture This resource looking at issues around sexting that addresses and questions the sensitive issue with 11-16 year olds. 	LSCB MyAdvice Project 2018 - School-based Online Survey for C&YP Safer Internet Day 2018 sees the launch of the LSCB MyAdvice project. 	Childline Portal – Removing an online image or video Childline is working with the Internet Watch Foundation (IWF) to help young people who want to remove sexually explicit images of themselves from the internet. The Childline portal can be used by Young People to anonymously verify their identity using the Yoti app and submit their application to the IWF in 3 simple steps to have the image removed wherever it appears on the internet. 	DfE – Preventing and tackling bullying The Department for Education has released an updated version of ‘Preventing and tackling bullying’ which outlines the government’s approach to bullying and contains advice for Headteachers, Staff and Governing Bodies. The advice identifies legal obligations, the powers schools have to address bullying and the principles which support the most effective anti-bullying strategies. 	Online Reputation Management: Useful guidance for Schools and Colleges As increasing numbers of schools, colleges and other organisations embrace the benefits of the internet and social media for engagement opportunities, it is useful to consider what your online presence looks like. Colleagues at the UK Safer Internet Centre and the London Grid for Learning have jointly produced some practical guidance containing practical steps for maintaining the school’s online reputation across social media sites including Facebook, Twitter and LinkedIn. 	CEOP: Play, Like, Share - TUK Resource for 8-10 y/o A brand new three-episode animated series from CEOP through their excellent ThinkUKnow programme. The theme for the 2020 event will be ‘Together for a Better Internet’. In 2019, Safer Internet Day saw its highest ever reach with over 2,100 organisations. Schools and other organisations often take the opportunity to make Safer Internet Day into ‘Safer Internet Week’ with a range of different themed activities on each day plus training sessions for Staff, Parents and Governors. 	COMPLETED: SELMA Toolkit: 1-hour free training session We are pleased to confirm that we will be hosting a ONE-OFF, FREE-TO-ATTEND training event delivered by our colleagues from South West Grid for Learning on the highly-regarded SELMA Toolkit to tackle the problem of online hate speech. The session will introduce and explore the SELMA Toolkit which contains over 100 free-to-use interactive resources for those working with young people aged 11-16. The 1-hour session is for school staff and professionals working with 11-16s across the Lancashire region and will be held on Thursday 19th September (3.10-4.10pm) at Balshaw's C of E High School, Leyland with limited places available on a first-come, first-served basis.
